It is a source of continuing frustration to me that the IETF system does not seem to be dealing with character sets the way they dealt with IPV6. One year or so ago, the IESG requested guidance from the IAB about character sets. In May, Jun Murai promised me that the IAB would at least try to start work on defining the kind of evidence they would consider as basic material for a "character set architecture decision". Since then, EXACTLY NOTHING has happened. The item isn't even on the IAB list of outstanding questions, and has *never* been mentioned in the published IAB minutes, as far as I could see. Frustrato molto..... (this is also an attempt to transfer the discussion to the "charsets" list; I hope I got the address right - it's been awfully quiet for some time....)
