revised draft for caching proposal

(if you want the old one, I think I saved a copy somewhere).

This is still not finished, but reflects numerous changes from
the last version.  In particular, I deleted the proposal for
a "Fresh-until:" header, and went back to using "Expires:"
with Koen's "Age:" header (actually, he suggested a different
syntax) and some explicit rules for what it all means.

I've also tried to be more precise about what the goals are.

I'd certainly like to see written descriptions of competing
(or additional) proposals, preferrably in advance of our meeting
next week.
