Status report: caching stuff

My original goal was to finish a draft of the caching-related
words for the HTTP/1.1 spec by April 1.  Well, I did send something
to Jim Gettys that day, but it wasn't entirely done.  I think
I called it "half-congealed", not really "half-baked".  However,
substantial parts of it ARE done, and lots of other parts are
sort of done.

Since I have to leave for L.A. in about 30 minutes, I figured
it would be a good idea to post a pointer to the current draft
for others to look at.  As I said, this is NOT my final draft
and I would appreciate it if people refrained from flaming.
However, polite and constructive comments are welcome.

Note that there are large blocks of text set off with vertical
bars, like so:

On the one hand, stuff marked like this is where I will be
spending most of my remaining effort, and so any constructive
help that people could provide is welcome.

On the other hand, this is the stuff that is least ready for
wide public comment, and so anyone who flames me about stuff
in these blocks will simply be ignored.

Reading the document by starting at the front and proceeding
in sequential order is the suggested method.

Most of Section 5 is not worth reading unless you are interested
in the specific topics there; this is the place where I've been
sticking stuff that I haven't had time to think about.

And note in particular that we may do one more small revision to the
semantics of Range: requests, since there are some ugly aspects
to the current design.  Roy has been patiently waiting for me
to understand his proposal in this area, and I hope he will be
patient for a few more days.

The fact that the document appears to be an Internet-Draft is simply
because I was too lazy to undo that.  I do not expect it to appear
as a formal Internet-Draft.
