There are quite a few DreamWeaver alternatives. Here is a list in this article https://opensource.com/alternatives/dreamweaver You can always use WordPress or Joomla, just type in the HTML and it ll display. However, the clean pure HTML gives you more freedom. My personal favorite is simply Notepad++ All you need to do is type in your code and then open it in a browser.
