Hi Tim,

For SGML based versions of HTML (2, 3.2, 4.x), quotes on attribute values 
are optional.  So there is nothing for Tidy to complain about.  When 
producing XML or XHTML output, attributes must be quoted.  So, you are 
seeing normal Tidy behavior.
