Tidy and Xhtml Strict DTD

Hi guys, using Tidy and loving it. Aside from the fact that I can't seem
to download the latest ver, I have:

Tidy (vers 30th April 2000) Parsing "input.html"

which I use with Allaire Homesite 4.5.2

Anyways, the question at hand, why isn't this document validating a
Strict?

Any comments/blasting of my coding welcome.

Sorry for the long ass post...

<h2>Alleviating Poverty: Five Decades of Under-Achievement</h2>

<p><em>The number of people living in absolute poverty (living below the
dollar-a-day poverty line) fell from approximately 28 per cent in 1987
to 24 per cent in 1998 (WDR 2000). The absolute number of people living
below that poverty line has remained stable at 1.23 billion (World Bank
1996), however, almost half of the world's population of six billion
lives below the two-dollar-a-day-poverty line. More must be done. A new
paradigm-rooted in sustainable development-might be the answer.</em></p>

<p>While there are many reasons behind the dismal record of attempts at
wide-scale poverty alleviation, two underlying factors are clear: (1)
the confusion between means and ends and (2) continuously changing
policy driven by political and ideological interests. The result has
been the development and implementation of policies ill-suited to many
developing countries. Moreover, the paradigm of fast economic growth has
failed to alleviate poverty. IISD believes that sustainable development
offers an alternative to the traditional development strategy pursued
over the last 50 years. The model IISD proposes brings together the
fundamental elements of the Joseph Stiglitz's new development paradigm
and the World Bank's four pillars to growth doctrine. Therefore, IISD's
sustainable development strategy focuses on five stakeholder groups (the
individual, the family, community, public sector, and the private
sector); the resources (natural, physical, and human capital) available
to them; and
the social capital (formal and informal institutions) that bind the
stakeholders and the resources.</p>
