Yes, there IS a bug in the document, no, Tidy is NOT buggy for correcting it. <a href="search.pl?key1=value1&key2=value2"> becomes <a href="search.pl?key1=value1&key2=value2"> And so it should. Tidy has fixed a serious mistake in the document.
