JTidy DTD

Which DTD is JTidy (or Tidy, for that matter) designed to accomodate?  It
appears to me to be the strict dtd (it doesn't seem to allow <FONT> tags
within <A> anchor tags).  Can anyone enlighten me here?

Additionally, where does one submit potential bugfixes/modifications to
JTidy?
