"clear" property applies to

I believe the "clear" property must apply to not only fo:float but also all
block-level FOs -- fo:block, fo:block-container, fo:table-and-caption,
fo:table, and fo:list-block, but only fo:float has this property in the
list "The following properties apply to this formatting object".

Is this an error of the spec?
