not last.

A minor error of XSL CR spec --
in [6.4.11 fo:conditional-page-master-reference]:

  "rest" (not first)

but in [7.24.13 "page-position"]:

    This master is eligible for selection if this is not the first page
    nor the last page in the page-sequence.
