From the XSLT Errata, http://www.w3.org/1999/11/REC-xslt-19991116-errata/,
I could not find what E31 changes,  the same, and not so clear as before.

another trivial bug  in this note is

imported into an stylesheet that is so
    embedded typically needs to contain a template rule that specifies that xsl:stylesheet elements are to be
ignored.
