Hi folks, I don't know who maintains http://exproc.org. There is a mistake in the RNC schema of the zip-manifest. pxp:zip expects the attributes compression-method and compression-level but the schema on http://exproc.org/proposed/steps/other.html#zip declares attributes named method and level.
