This does not work. With mixed="true" "character data can appear alongside
subelements". However, I am still forced to define all the subelements.

You could try something like:

<xsd:element name="ForeignNode" mixed="true">
    <xsd:complexType>
        <xsd:sequence>
            <xsd:any minOccurs="0" maxOccurs="unbounded"/>
        </xsd:sequence>
    </xsd:complexType>
</xsd:element>
