Length facet and QName

Hello all,

I'm wondering how length (or pattern) facets shall be handled when used
to restrict a QName.

Are these facets applied as if the QName was a simple collapsed string
(the namespace prefix is just considered as a normal portion of the
string), or does the URI corresponding to the prefix is to be taken into
account?
