Bad practice??  It's unavoidable.  Component Schemas may each import the same core Schema that they all depend on, and when a higher-level Schema or document uses multiple component Schemas, it is unavoidable that multiple import requests for the same core Schema are encountered.  It must be possible to develop Schemas without knowing where they will finally be used/imported.
