Every group ref has both minOccurs and maxOccurs, where not explicit they
both default to 1.

This makes sense, but what would happen if the group ref had maxOccurs, but
no minOccurs?
Would the minOccurs on the group's sequence be combined with the maxOccurs
on the group ref?
