I was just rechecking the editors' copy of part 1. As best I can tell, the relay rules allow comments to be inserted and deleted, but the chapter 5 definition of the envelope doesn't allow them to be there in the first place. Am I just missing it in chapter 5, or is there a bug in the draft?
