Mike,

at the F2F, the XMLP discussed issue 329 [1] you raised [2].

After discussion, the WG has decided to close this issue without 
changes in the specification. 

The WG follows the remarks made by Noah Mendelson in [3] section #1.

If you feel that this does not adequately address the issue that you
raised, please contact the WG ASAP.
