- the XBase instability will impact transformation tools (XSLT) which
will
  either need to transform the namespaces relative URIs if it can see 
  them as such

   and http://lists.w3.org/Archives/Public/xml-uri/2000May/0377.html)
  or, if it can see only the absolutized form will not be able to
  generate relative URIs
