Probably.

Perhaps corresponding on this list at times more suitable
for West Coast USA than Oxfordshire wasn't a good idea. I suspect
a certain amount of tiredness and frustration meant that my choice of
phrasing wasn't optimal (and annoyed Tim Berners-Lee, for which I
apologise).
