For now DOM Level 2 takes the position that since we don't know what the
behavior should be, and it isn't our job to define it, we're leaving it
undefined. If an answer appears, we'll incorporate it in Level 3.

I tossed it out as a use case that may affect how we want to interpret
namespace names. If folks don't feel it affects their decision, that's fine
too.
