In "C. References" <http://www.w3.org/TR/PR-xml-names#refs>, it says:

  RFC2369
      IETF (Internet Engineering Task Force) RFC 2369: Uniform Resource 
      Identifiers (URI): Generic Syntax, eds. T. Berners-Lee, R. Fielding,
      L. Masinter. August 1998.

This should be "RFC 2396".
