[xml-names] empty string namespace name

It's unclear when  
http://www.w3.org/TR/2006/PER-xml-names-20060614/#iri-use the empty string  
is used as namespace name (as in `<a xmlns:b=""/>`) a  
non-namespace-well-formed error should be thrown or not. That it cannot be  
used as a namespace name doesn't really say anything about what the  
processor has to do with it.
