[xml-names11] Question about "7 Conformance of Documents"

I was wondering if this line:

# No attributes with a declared type of ID, IDREF(S), ENTITY(IES), or
# NOTATION contain any colons.

Applied to the local name or qualified name? (The XHTML+Voice profile 
introduces a namespace based ID attribute and so does the xml:id 
specification.)
