Namespaces 1.1 - "Namespace Binding Declaration" vs "Namespace Declaration"

In Namespaces in XML 1.1 CR the misleading term "namespace declaration" is 
carried forward from Namespaces 1.0.

Since the definition proferred in chapter 3 re "namespace declaration" (sic) 
recognises that what is being described is the binding to a namespace surely a 
W3C specification should not perpetuate sloppy terminology from an earlier 
version.

I suggest that the WG take the opportunity to use the term "Namespace Binding 
Declaration" (or some suitable similar term) to replace the misleading term 
"namespace declaration" throughout the Namespaces in XML 1.1 specification.
