If some sub-part of text is much more sensitive than the other text,
it would make sense that it be marked differently in the XML, like with
a <SENSITIVE> tag or something similar.  That would be a more reliable
authoring practice.  Restricting the scope of encryption to well formed
XML seems adequate.
