I had been uncomfortable with the proposed Fifth Edition, but not
enough to speak up, since I hadn't been privy to the discussion that
led to it.  But it seems clearly, obviously, 100% unacceptable for XML
Namespaces 1.0 to be technically incompatible with XML 1.0.  Thus,
this is a breaking change and really can't be called any flavor of
"1.0".
