[XML 1.1] Third Edition of 2003?

In section 1.3 "Rational for XML 1.1" there is the
following curious phrase: "...despite the issuance of
many errata culminating in a 3rd Edition of 2003..."

There is no publicly available third edition of XML 1.0
and while there is still one more month to go in 2003,
the lack of even a public working draft (which I
presume is close to being made available for
comment like the second edition was) makes it
extremely unlikely that a third edition will be issued
in 2003. I respectfully suggest that unless a
normative third edition has been released by
the time XML 1.1 finishes this comment period
that either the reference to third edition be
retrograded to the second edition reference in
the CR, or that this be changed to "...of 2004..."
assuming that the release of the third edition is
something that the working group feels that it
can guarantee by then.
