XML 1.1 Specification error?

Under "2.2 Characters", the specification says:
[2a]    RestrictedChar    ::=    [#x1-#x8] | [#xB-#xC] | [#xE-#x1F] |
[#x7F-#x84] | [#x86-#xBF]

Is the range [#86-#BF] correct, or should it be [#86-#9F] ?
