should accept XML 1.0

Section 2.8 of the XML 1.1 PR states:

XML 1.1 processors should accept XML 1.0 documents as well.

I think this should be strengthened to a must. That is,

XML 1.1 processors must accept XML 1.0 documents as well.

Failing to accept XML 1.0 documents would be a disaster for interoperability.
