ANN: Systinet WASP SOAP 1.2 endpoint up

 our interop endpoint [1] has been updated with our
implementation of the Last Call for Comments Working Draft of
SOAP 1.2. We'll welcome any success or failure reports. You can 
send them to soapbuilders or directly to me.
 The interopC service is listed and linked there, but it will be 
up a bit later.
