OK, I think we should raise this as an issue. This has come up because I'm
rewriting the RPC section in terms of Infoset. As an editor, I need the WG
to tell me which way to go.

My feeling is that we don't have to say anything about ordering. In case
we do want to say something, I think it should be in the form of a
non-normative implementation note.
