ETF: NOTATION in soap-encoding schema

I spoke to Marc Hadley this morning and he mentioned that the ETF had been
discussing the NOTATION type in the encoding schema.

It turns out I have already suggested[1] that we remove this type from the
encoding schema. There has been no feedback so I suggest we remove the type
and intend to do so next time I edit the encoding schema ( some time in the
next few days )
