Discourage is perhaps too strong - namespaces are equivalent no
matter how they are assigned, and implementations shouldn't be
implicitly encouraged to cut corners. 

I'd say let's encourage people to use local namespaces and leave it
there... (i.e., use them in examples, etc., not defaults).
