RE: Proposed Issue 173 Resolution (Hierarchical Fault Codes)

I don't really see a problem - a SOAP node knows that these are QNames
and without schema knowledge it is not clear that it is safe to rename
namespace prefixes anyway. In a way this seems like one of those general
problems that are not specific to SOAP.
