[DR 304] Facilitating simple application creation

Seems to me that it would be difficult to assess whether the Protocol
facilitates (as opposed to merely supports) the creation of simple
application.
 
Possible re-wording ? to:
"The XML protocol MUST not result in introducing complexity to the creation
of inherently simple applications. ... ..."
