This sentence has very specific qualifying phrases ('through use cases' and 'in a modular and layered manner'). Is the intent of the requirement meant to be specific, as in: The demonstration "that the solution supports decentralized extensibility ... etc." must be through use cases, as opposed to: The WG should demonstrate "that the solution supports decentralized extensibility ... etc." ? Since R900 states: "... it must be possible to determine whether or not the XML Protocol design enables each scenario."
