Hi,
how about trying to keep the text-embedded hor.-line together with the
text
it belongs to, as f.i.:
<fo:block keep-together="always">
some text of yours
.....
........
your hor.line
----------------------------------
</fo:block>
that way this line will never appear alone on top of an overflow page
