Did you install FOP ?
If not, I suggest you to install it from http://xml.apache.org/fop
(I'm using FOP 0.16)
You will need also an XML parser like Xerces and an XSL-T processor like
Xalan, both availables in http://xml.apache.org/xalan
(I'm using XALAN java 1.2.2

Then, if you problem is about converting from XML to PDF, my recommendation
is to read the following example in FOP:
docs\examples\xslt
