It says fop-dev but is meant for users as well

Or use the list archives at http://marc.theaimsgroup.com/ - performance has 
been discussed in some detail on the list already.

A single test xml document with just a few words in it should be much faster 
than what you see, you can usually expect to get a few pages per second at 
least, but it depends a lot on which XSL:FO constructs you use.
