Actually there are schema files in both locations.
However, they are rate-limited, because of high traffic.

You should be using an XML Catalog; please do not try to download schema
files (whether XSD or DTD or RNG) directly from www.w3.org.

If you're using xmllint on Linux, please file a bug against the package
providing xmllint (usually libxml2) on your Linux distribution.
