 RESOLUTION: citations to W3C specs should give date of publication (good
bibliographic practice), cite undated URI, and add a note saying "The edition
cited is the one current at the date of publication of this specification. 
Implementations may conforms to the edition cited or any later edition(s); it
is implementation-defined which."
