Right. But I'm concerned with the case where the element has a simple type
and a fixed value constraint. There is no constraint for this case. 5.2.2.2
only deals with cases where the element has a complex type.

I think it's OK.  Could be worded better, perhaps.

5.2.2.2.2 applies to the complex type of the element in question.
