Bit Level representation

XML Schema should add the ability to specify constraints for bit
level data below the current limitations of byte level constraints.
The current specification limits XML Schema use to document level
specifications.  With bit level incorporation, the Schema could be
used in real-time/embedded systems to specify transfer data schemas
for protocols.
