xmlns:xs="http://www.w3.org/2001/XMLSchema"

Will XML Schema 1.1 introduce a new namespace URI for its definitions?  (I
am suspicious because the year of publication is part of the current URI.)
If so, code processing 1.0 schema documents would break on 1.1 schemas,
right?
