Element Locally Valid (Element)

Hi,

In XML Schema: Part 1 section 3.3.4, it seems that there is no description
about fixed value constraint against an element whose type is simple type.

In clause 5.2.2.2, an element type is assumed to be a complex type, and
spec refers {content type} of it, but it may be simple type.
