revised wording in Part 1 of Schema specification

Section 3.2.6 "Constraints on Attribute Declaration Schema Components" contains 
	modulo the impact of Missing Sub-components (§5.3); 
in item 1 of its first subsection. I recommend that this be rephrase as
	with respect to the impact of Missing Sub-components (§5.3); 
since some readers not familiar with the usage of "modulo" for residue classes may think "modulo" refers to some process.
