inaccurate statement in Schema Primer

Section 3.3 "Global vs. Local Declaration" (http://www.w3.org/TR/xmlschema-0/#GlobalvsLocal) states
	This is similar in effect to the use of <!ELEMENT> in a DTD. 
I recommend that

	<!ELEMENT>

be replaced with 

	an element type declaration (i.e., <!ELEMENT ... >)

for greater precision since "<!ELEMENT>" is a syntax error in XML.
