Integer and Nonegative Integer

I think would be very unfortunate if Integer and NonNegative integer could
not have hex lexical structure.
i.e. 0xffaa00bb instead of 4289331387.

Binary is really inapprpriate for this -- people often want to represent
numbers as hex (i..e html colours).
