Section 3.4 grammar problem

In section 3.4 of the current XLink working ddraft you'll find the
sentence "The URI-reference must be receive XML Base [XBASE] processing
before being traversed to."


This is ungrammatical and needs to be cleaned up. Perhaps you meant "The
URI-reference must receive XML Base [XBASE] processing before being
traversed to." but even that is less clear than it should be.
